Pre conference seminar: Evaluation and monitoring of railway efficiency projects
Wednesday, 19th September, 15:30 - 18:30
Since energy efficiency projects are becoming one of the strategic issues of many railway companies, more and more of energy efficiency projects are implemented. In order to manage and improve these projects, they should be properly monitored and evaluated. This pre-conference seminar provides the basics of monitoring and evaluation as well as a review of existing practices in other sectors.

Introduction to Monitoring and Evaluation

In this section the basics and main goals of monitoring and evaluation will be examined. General properties of main methodologies and most important steps during the implementation of those methodologies will be presented. This will be followed by the introduction of main areas and reasons for monitoring and evaluation of energy efficiency projects in the railway sector, and by discussion about the goals and meaning of M&E in railway companies, which will be stimulated with examples.

How M&E is successfully used in other sectors

In order to avoid pitfalls and facilitate knowledge transfer from other sectors where M&E is already one of the indispensable parts of any energy efficiency project, successful practices and importance of M&E in the industry sector will be examined in this section. Lessons learnt in industry will be summarized and their importance in the railway sector discussed.

Energy Performance Contracting - where M&E is really important

To emphasize the importance of M&E, Energy Performance contracting (EPC) will be examined. Energy Performance contracting is a model of energy service implementation where service provider (e.g. provider of new technology) is paid on the basis of savings actually achieved. In the building sector this model significantly accelerated the implementation of energy efficiency projects and this could also be the case in the railway sector.

Using M&E in the railway sector

Methodologies in other sectors (building, industry) are well developed and examined. The most reliable way is to transfer these well proved methodologies and best practices into the railway sector. In this lesson existing practices of energy efficiency monitoring and evaluation in the railway sector will be reviewed. Key factors that influence energy efficiency will be discussed, followed by the presentation of methodology adapted to the needs of the railway sector.
